UC noobs to incorporate record number of out-of-state and world scholars.

Good scholars all over the state work diligently for years in the hope that they can get admitted to UC, then they discover that not only are the enrollments cut but more of the leftover slots are taken by out-of-state scholars. It is time that UC stick to sound financial practices and severely chop its overhead and its slavish compliance to public-sector union contracts. Perhaps then they'll find the cash to maintain the UC system to the advantage of it's scholars, not its well-pensioned directors. What NEWS- Berkley loves other nations more than the USA. HBO hopes reruns of 'True Blood ' will have bite.
