Perhaps Rocket, this may be a tool for the govt. of the day to figure out where and how much funding should be allotted - maybe this may determine the Govt of the day might have to modify the funding formula more in favor of public colleges. Do you rate a doctor by how many muscles he can name in five minutes? Do you rate a musician by how many chord progressions he'll identify in three minutes? As an example, if a family is moving to our area from a bigger urban or another country area and they check our college's results and see they're not terribly good, what then? Naturally they look for a college which has better results. A much better idea will be to compare scores over time - a mean college that moves its scholars from bottom twenty percent 2 years back to middle twenty p.c. this year has done a miles better job than an unparalleled college whose scholars stay in the top twenty percent regardless of what.
